If you have internet on your computer, you just plug in the adapter to a USB port on your computer and that converts your wired internet into wireless internet for your Wii.
If you're talking about the thing that you plug into your Wii, just plug in your ethernet cable into that, and plug it into your Wii's USB port.
Regardless, there's no fee for using it, you just have to buy it.
